Cook Inlet LNG has formally requested that the Federal Energy Regulatory Commission (FERC) approve the initiation of the pre-filing procedure for its proposed Cook Inlet LNG project. The project involves mooring a floating storage and regasification unit (FSRU) adjacent to the existing Osprey Platform off the West Foreland area of the Cook Inlet.

Project Overview and Infrastructure

The Osprey Platform, currently nearing the end of its economic life in oil and gas production, would be repurposed specifically for LNG importing. Key technical aspects include:

  • Operational Mechanism: Tankers will moor alongside the FSRU to offload LNG into storage tanks. The FSRU will then regasify the LNG and deliver it via a subsea pipeline to the platform, which is already connected to the Southcentral gas transmission system.

  • Minimal New Construction: The project requires minimal new infrastructure beyond the FSRU mooring system and a short segment of pipeline replacement.

  • Capacity: As conceived, the project will deliver between 10 Bcf and 30 Bcf of gas per year, with the potential to scale volume based on local market demand. The facility will be capable of mooring LNG carriers with capacities up to 174,000 cubic meters.

Context and Need

Southcentral Alaska utilities face declining production from local Cook Inlet fields, necessitating LNG imports to offset shortages. Cook Inlet LNG is one of three proposed import arrangements in the region, alongside plans by Harvest Midstream (Nikiski facility conversion) and Enstar/Glenfarne (a new facility adjacent to the existing Nikiski export terminal).

Timeline and Regulatory Status

  • Permit Filing: The company anticipates filing a formal FERC permit application in December 2026.

  • Environmental Assessment: A final environmental assessment is expected by June 2027.

  • Construction and Service: Construction is slated for the second quarter of 2028, with a targeted service date in the third quarter of 2029.

Cook Inlet LNG has engaged in preliminary consultations with the Alaska Department of Natural Resources regarding the proposed FSRU mooring location on state submerged lands. Furthermore, the company is currently conducting detailed studies, including ice analysis, to ensure the viability of year-round LNG deliveries in the Cook Inlet.
